The Lyon Centre is active in the fields of software, distributed and high-performance computing, embedded systems, quantum computing, digital privacy, as well as digital health and biology.
Context:
The Inria Lyon Centre was established on January 1, 2022.
In a dynamic environment focused on developing the center, the Financial Affairs Department in Lyon is expanding, initially prioritizing the deployment of a proximity-based service model to support teams and services in Lyon effectively.
Currently, the department consists of two research contract managers (target: 3 contract managers + 1 procurement officer).
Additionally, the Inria Lyon Centre operates across multiple locations, requiring occasional travel between different sites.
Mission and Responsibilities:
The Financial Affairs Manager :
• Ensures the proper execution of the center’s budget and oversees budgetary, revenue, and procurement activities.
• Is responsible for budget planning, financial oversight, and ensuring financial security and balance for all center transactions (budget, revenue, expenses, procurement).
• Maintains strong collaboration with research teams, other center services, and the Financial and Asset Management Directorate.
• Manages the financial affairs department, including planning and coordinating activities. The manager may also take on an operational role within the department (e.g., research contract management, budgeting, procurement).
The Financial Affairs Manager reports hierarchically to the center’s General Secretary and functionally to Inria’s Financial and Asset Management Directorate (DAFP).
They are a member of the Lyon Center’s management team and part of the network of Financial Affairs Managers across all Inria centers.
Required Skills and Knowledge:
Required Level: BAC+4 or equivalent Desired Experience Level: More than 5 years
• Strong knowledge of general and budgetary accounting principles (GBCP)
• Expertise in financial, accounting, and budgetary regulations applicable to EPST (French Public Scientific and Technical Establishments)
• General understanding of public procurement regulations
• Basic legal knowledge (contracts, administrative law)
• Proficiency in information systems (accounting and management software, primarily SAFIN and BO)
• Familiarity with internal control procedures for financial and budgetary management
• Strong understanding of the research environment
• English proficiency (minimum B1 level)
